Encompass has been awarded a position in the fourth generation of the United States (US) Air Force Medical Services Agency's (AFMSA) healthcare facilities modernization MATOC program as a small business. The MATOC (Multiple Award Task Order Contract) is valued at $900 million over a five year period and is managed by the US Army Corps of Engineers (USACE), Little Rock district. Task orders are for design, construction and initial outfitting (DBIO) scopes of work, resulting in a turn-key project solution. The program includes a small business reserve where all task orders valued at less than $12 million are set aside for small businesses. Encompass is one of three successful small businesses. All successful contractors can propose on task orders valued greater than $12 million.
The USACE used a two-phase design/build method of procurement to select successful contractors. Phase 1 was solicited in August 2016 and resulted in the selection of nine contractors to propose on Phase 2. Phase 2 proposals included contractors' proposed DBIO solutions and firm-fixed pricing for the initial task order. From these, seven contracts were awarded - four to large businesses, three to small.
